Today at the Government meeting, following reports of a number of Ministers and Akims on measures taken to improve energy efficiency and energy saving, the Prime Minister of Kazakhstan Bakytzhan Sagintayev instructed to develop algorithms for reducing energy consumption per unit of production.

The Head of State stressed the need to reduce the energy intensity of the country.

To date, there is only general data on the reduction of the energy intensity of industries as a whole. This mechanism complicates the tracking process: whether energy consumption in the production of each product was reduced or simply the production itself, and, as a consequence - energy consumption.

In this regard, the Prime Minister instructed the Ministry of Investments and Development to develop algorithms for reducing energy consumption per unit of output (ton of steel, aluminum, coal, etc.).

In addition, given that in the state energy register out of 5198 entities only 710 are legal entities, the rest are of the quasi-state sector, companies that are in the Samruk-Kazyna National Welfare Fund should also work to improve energy efficiency.

B. Sagintayev instructed regional Akims to work more actively with investors and energy-consuming enterprises, including on the implementation of public-private partnership projects and promoting energy conservation.

According to the Ministry of Investments and Development of the Republic of Kazakhstan, 4 PPP projects in the field of energy saving amounting to more than 9.7 billion tenge (Pavlodar, Atyrau and Kyzylorda regions) are being implemented in the regions; 4 PPP projects are in the process of being signed; documentation is developed and partners are being searched for 10 PPP projects. In other sectors, there are no PPP projects in the field of energy saving.

Today in Ukimet Uyi, Prime Minister of Kazakhstan Bakytzhan Sagintayev held a meeting of the Expert Council on Competitiveness.

The discussion covered the development of the level and quality of services in healthcare and education.

The main report on the agenda was made by the Director General of the Centras Group of Companies, E. Abdrazakov, and the Director General of Verny Capital, E. Ospanov.

During his working visit to the Zhambyl region, Prime Minister Bakytzhan Sagintayev visited the new 15th microdistrict in Taraz, where on the example of residential houses constructed as part of the state program “Nurly Zher” he got acquainted with measures taken to improve the quality and affordability of housing in the region.

In the Address “Growing Welfare of Kazakh Citizens: Increase in Income and Quality of Life”, the Head of State identified the availability of high-quality and affordable housing as one of the main factors for creating a comfortable living environment.

During the inspection of the facility, Prime Minister B. Sagintayev was informed that this year it is planned to complete the construction of 10 houses in the new neighborhood (800 apartments). The sale of housing will be carried out under the program “7–20–25”, announced by the President in the Address “Five Social Initiatives”. In addition, in the residential area, private developers are building 205 standard individual houses, which will also be completed before the end of this year.

In order to improve the availability and quality of housing in the region, under the Nurly Zher program, 13 billion tenge were allocated in 2018 for the construction of 32 residential buildings and 37 engineering infrastructure projects. Disbursement is currently at 96%. As a result, over 10 months 448.3 thousand square meters of housing were completed, which is 8.4% higher than last year.

The Deputy Akim of the region E. Dauylbayev also informed that on behalf of the Head of the state, the Akimat of the region introduced a mechanism subsidizing 10% of the initial contribution from the local budget. In general, the program will allow in the current year to cover 30% of the waiting lists in the region.

Recall that, in the first nine months, 8.8 million m² of housing has already been commissioned in the Republic within the framework of the Nurly Zher State Program, which is 11.6% more than the same level in 2017. More than 77 thousand families improved their living conditions, of which about 9.5 thousand families purchased housing built with public funds. In total this year, according to the Ministry of Investment and Development of the Republic of Kazakhstan, it is planned to ensure the commissioning of at least 12.1 million m² of housing, of which 1.3 million m² or 22 thousand apartments in the framework of state investments.

Today, on the instructions of the Head of State, Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev arrived in Zhambyl region with a working visit in order to inspect the implementation of presidential instructions in the region given in the Addresses to the People of Kazakhstan, state programs and at the recent Security Council meeting. Particular emphasis is placed on improving the quality of services provided in the fields of education, health care, housing and public utilities, in particular, ensuring transparency of pricing and measures taken to reduce tariffs in the region.

In the regional center, the Prime Minister of the Republic of Kazakhstan will hold a series of meetings with employees in the fields of education, health care, and representatives of the regional business community. On the agenda: issues of improving the quality of medical services, transparency in the pricing of services and medicines in the region, increasing the availability of education and the quality of training qualified personnel, providing employment, developing entrepreneurship, increasing the competitiveness of the manufacturing sector through the introduction of elements of Industry 4.0, etc.

One of the main objectives of the trip is the issues of tariff policy transparency and the measures taken to reduce tariffs in Zhambyl region, which will be discussed at a meeting with the heads of the regional antimonopoly department, the regional power grid company, monopoly companies, utilities and prosecutors.

During his working visit, the Prime Minister will also visit a number of industrial and social infrastructure facilities, on the example of which he will get acquainted with the implementation of the Nurly Zher and 7–20–25 housing programs in the region, the quality of medical services, the modernization of the water supply system, the introduction of digitalization, the development of industries and agriculture.

Upon arrival in the region, B. Sagintayev inspected the work of the milk-processing enterprise of Kokzhiek-2030 LLP, where he familiarized himself with the development of the agro-industrial complex and the execution of the instructions of the President to increase the volume of agricultural processing. Today the company produces more than 40 types of dairy products. Since the beginning of the year, 200 tons of butter, 500 tons of milk powder and other dairy products have been produced. According to the head of Kokzhiek-2030 LLP, A. Begimbetov, this year, as part of the modernization of the enterprise, modern equipment produced by the Italian company FRAU Impianti was purchased and launched. This allowed increasing the capacity of the plant to 25 thousand tons of milk per year.

Deputy Akim of Zhambyl region M. Shukeyev, in turn, reported on current indicators and prospects for the development of agriculture in the region. Thus, in January-September, the gross output of agriculture amounted to 190.5 billion tenge, which is 4.2% higher than in the same period in 2017. Over the last year, investments in the fixed capital of agriculture increased by 63.9% and amounted to 19.3 billion tenge, including investments in food production increased by 26.5% to 5 billion tenge.

As part of the stabilization of food prices, from the beginning of the year, 810 tons of goods worth 1.2 billion tenge were sold at 54 social stores at low prices. From the Stabilization Fund in all districts of the region 296 tons of goods were sold for 398 million tenge. Also, 169 rural fairs were held in the region. In 2019, it is planned to modernize 20 kiosks and communal markets for the sale of goods directly from producers to consumers.

According to the Ministry of Agriculture, thanks to the measures taken in the Zhambyl region in January-September this year, compared with the same period last year, the production of vegetable oil in natural terms increased 2.2 times, crackers and cookies - by 93.3%, chocolate - by 2.7 times, macaroni - by 0.8%, sausage products by 2.6%, processed milk by 17.3%, fermented milk products by 0.6%, cheese and cottage cheese - by 17.2%, ice cream by 54%.

As of October 1, in the region there has been an increase in the number of heads of cattle by 9.5%, compared to the same period last year. Meat production increased by 3.8% and amounted to 44.1 thousand tons, cow's milk - by 2.8% to 246.5 thousand tons, chicken eggs - by 5.5% to 99.5 million units. In the first nine months, the volume of beef exports amounted to 640.9 tons. In the current year, 1502 thousand tons of hay was harvested for the wintering in Zhambyl region, reserves amount to 107%, haylage – 44.4 thousand tons (95%), and silage – 56 thousand tons (125%).

In 2018, the cultivated area in the region amounted to 669.1 thousand hectares, which is 38.9 thousand hectares more than last year. The harvesting of grain crops in the region has been completed as of November 9. 299.2 thousand hectares or 100% of the area was harvested. 791.7 thousand tons of grain was harvested at a yield of 26.5 centners/hectare. As of November 12, 20 thousand tons of subsidized fertilizers were shipped to farmers of the region, which is 2.9 thousand tons more (or 17%) than in 2017.

In turn, the First Deputy Minister of Agriculture A. Yevniyev noted that over the last week in the Zhambyl region there has been slight growth with regards to almost all socially important food products, with the exception of carrots, and onions.

In this regard, in order to stabilize prices for socially important food products, regional stabilization funds for foodstuffs are being formed. As of November 8, the volume of products in the stabilization fund is 5459 tons, of which 1445 tons are vegetables, 448 tons are first-class flour, 60 tons are buckwheat, 55.48 tons are vegetable oil. At the same time, there are funds in the deposits and accounts of SPK in the amount of 392,837 thousand tenge.

Recall, the Prime Minister of the Republic of Kazakhstan is making a number of working visits to the regions on behalf of the Head of State. The discussion covered issues of implementation of the Joint Economic Research Program and promising areas of cooperation, including in the framework of the upcoming Framework Strategy of the World Bank's partnership with Kazakhstan for 2019-2023.

Among the priority sectors of cooperation are such areas as tourism, agriculture, industrialization, transport and logistics, and the development of regional infrastructure.

The meeting participants also discussed the progress of the implementation of joint projects under the Joint Economic Research Program. Among them are projects for the modernization of urban infrastructure, the transition to renewable energy, support for the national program on improving communications, reform of the financial sector, the development of small and medium-sized businesses, the revival of the Aral Sea and others.

The Joint Economic Research Program is being implemented since 2002 and is one of the tools for the analysis and sharing of expertise in the field of strategic planning and best practices. In 2012, the World Bank's Board of Directors approved the Country Partnership Strategy for 2012–2017 between the Republic of Kazakhstan and the World Bank. The program included 28 results, most of which were achieved in full or in part.

In 2017, the World Bank conducted a systematic country diagnostic of Kazakhstan aimed at analyzing the achieved results of the partnership and identifying priority areas for further cooperation and presented a vision of the priority areas of cooperation for the next five years, which were formulated taking into account the Kazakhstan Development Strategy until 2025. Following the diagnostic and discussions, a new Country Partnership Strategy for 2019–2023 is being developed.

Today in Ukimet Uyi, Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev met with the mission of the International Monetary Fund led by the Head of the Mission in Kazakhstan, Mark Horton.

The discussion covered issues of further development of cooperation with the IMF in the field of technical cooperation and on various issues of macroeconomic prospects, improvement of fiscal and investment policies, including in the framework of the President’s Address “Growing Welfare of Kazakh Citizens: Increase in Income and Quality of Life”.

Special attention was paid to the issues of structural reforms in the country, the implementation of the large-scale Nurly Zhol program, the “100 concrete steps” program, the privatization program, and the operation of the Astana International Financial Center.

During the consideration of the results of the socio-economic development of the country for 10 months of 2018, Prime Minister of Kazakhstan Bakytzhan Sagintayev drew the attention of the Ministries and Akims of the regions to the need to analyze the growth of real incomes of the population.

The Head of State in the Address “Growing Welfare of Kazakh Citizens: Increase in Income and Quality of Life” set the task to increase incomes of the population.

According to data, indicators in various sectors of the economy are growing. At the same time, the Prime Minister noted the low rates of real money incomes of the population in the regions. Akims of Kyzylorda region K. Kusherbayev, Mangystau - E. Tugzhanov, Almaty city - B. Baibek and Deputy Akim of Almaty region L. Turlashov reported on the reasons for the current situation and planned measures.

Having listened to the reports, B. Sagintayev instructed the Ministry of Labor and Social Protection of Population, local executive bodies, to analyze the current situation regarding the incomes in the country. It is referred to the difference between the growth rates of income of the population in nominal and real terms.

According to the Ministry of National Economy of Kazakhstan, the average per capita nominal income of the population in January-August 2018 amounted to 707.9 thousand tenge and increased compared to the corresponding period of 2017 by 10% in nominal terms. At the same time, income growth in real terms was 3.5%. In the context of the regions for the II quarter, growth in real incomes of the population above the national average (4.7%) is observed in four regions.

When preparing reports on socio-economic development, it is charged first of all to pay attention to the income indicators of the population, and Akimats should not refer to incorrect statistical data and other reasons. Consideration of the results of socio-economic development for 11 months should begin with this issue.
