At the Government meeting, the progress of the implementation of the Nurly Zher and 7-20-25 programs was reviewed. Presentations were delivered by the Minister of Industry and Infrastructure Development R. Sklyar, Chairman of the Board of the Mortgage Organization "Baspana" K. Altynbekov, as well as Akims of Pavlodar and West Kazakhstan regions, where there is underachievement of indicators of the State Program.

“The programs Nurly Zher and 7-20-25 are the basis of the policy of the Head of State to improve the living conditions of the population,” –the Prime Minister of the Republic of Kazakhstan A. Mamin said, indicating the need to take action in the following areas.

First. Further development of housing construction.

“This year we have to commission 13.1 million square meters. Akims and relevant government agencies need to accelerate the pace of work on the allocation of land, infrastructure and utilities infrastructure, as well as support for investment housing programs,” – said A. Mamin said.

At the same time, in accordance with the instructions of the Head of State, it is necessary to observe a single architectural style in individual housing construction. This order, as the Prime Minister noted, is being carried out only in three regions: Aktobe, North Kazakhstan and Kostanay regions. In other regions, work is just beginning. In this regard, it is entrusted to intensify work in this direction.

Second. Amendments to the Nurly Zher State Program in accordance with the instructions of the Head of State.

As part of the implementation of the President’s social support measures, about 6 thousand needy large families will be provided with housing in the span of 5 years.

“From May 1, we will start the distribution of apartments to the needy, 22.5 thousand families will receive housing through a housing loan through the House Construction Savings Bank,” – A. Mamin said.

It is noted that this mechanism will be launched after making amendments to legislative acts.

Third. Increase in local content in construction up to 90%.

At an enlarged meeting of the Government, the Head of State set a goal to increase local content. Production of building materials is one of the special areas of the program of the Economy of simple things, for the implementation of which an amount of 600 billion tenge has been allocated.

“For this purpose, concessional lending and state support measures are provided. It is necessary to develop new projects,” – the Prime Minister stressed. “The use of local products has a multiplicative effect on related sectors of the economy, creating jobs.”

For example, large-scale construction is underway in the city of Turkestan, where, as noted by A. Mamin, projects for the production of building materials should be implemented. In general, it was entrusted to create similar production in all regions.
