Kazakh Prime Minister Karim Masimov visited Zhengzhou, where he took part in the Council meeting of Heads of Government of the Shanghai Cooperation Organization (SCO) during an official visit to China.

At the meetings in the narrow and expanded formats heads of delegations addressed the current state and prospects and measures for further cooperation between the SCO member-states in trade, economic, investment, transport, communications, cultural and humanitarian spheres.

Speaking at a meeting in an expanded format, K. Massimov noted, that the need for forcing intensification of multilateral practical cooperation is obvious for sustainable socio-economic growth of the SCO member-states in conditions of prolonged global economic crisis.

"It is important to undertake joint projects in industrial production, providing conditions for a stable inflow of foreign investment and the development of mutual trade," Karim Massimov said.

K. Masimov said that another priority is cooperation to ensure food security both in the SCO and the world at large. In this regard, he proposed to take Program of cooperation on food security in the framework of the SCO.

Other important areas of the partnership, according to the head of government, are the development of cooperation in the field of environmental protection, health, education, innovation, tourism, sports, as well as transit transport, cultural and humanitarian spheres.

Karim Massimov reminded that in 2017 Astana will host the International Exhibition EXPO 2017, the theme "Future Energy", and invited leading companies of SCO member-states to take an active part in it.

At the end of his speech, K. Massimov expressed confidence in further development of fruitful and constructive cooperation in the framework of promoting "the Shanghai process".

At the end of the event they signed a joint communique and a series of decisions on the approval of various financial and economic documents of the SCO.

During the official visit to China Kazakh Prime Minister Karim Massimov visited Lianyungang, Jiangsu Province.

Yesterday, on December 13, the Prime Minister held a meeting with Acting Chairman of People's Government of Jiangsu Province Shi Tayfen.

During the talks they discussed the prospects of further expansion of mutually beneficial cooperation in trade, economic, transport and logistics fields, in particular the increase in freight traffic through the Kazakh-Chinese logistics park in the port of Lianyungang.

The same day K. Masimov familiarized with the activity of the Kazakhstan-China logistics park. At the end of the visit the head of the Government has launched the first dispatch of container train on the route Lianyungang further on the territory of Kazakhstan, Russia, Belarus with destination in Duisburg (Germany).

Kazakh Prime Minister Karim Massimov continued his official visit to China in Beijing.

In particular, on December 13, in the capital of China the Head of Government took part in the 3rd meeting of the Kazakhstan-China Business Council. The meeting was also attended by heads of state agencies, large companies and financial institutions of the two countries.

Addressing the event, K. Massimov noted that the Business Council, created on the initiative of Kazakhstan and China is becoming an effective dialogue platform for the business communities of our countries.

"There are some important programs that further bring together our countries. First – program of the President Xi Jinping "One belt – one way," which he declared during a visit to Kazakhstan in 2013. The second – program of President Nursultan Nazarbayev "Nurly Zhol". We believe that these two programs complement each other. The success of the Business Council and our businessmen are linked with the two programs," Karim Massimov said.

K. Masimov said that, a regular meeting of the Business Council was held during the visit of Premier Li Keqiang to Astana last December. "Then it was decided in principle to transfer the program production facilities from China to Kazakhstan. A year later, we see that this program is very efficient. The documents on the establishment of specific businesses will be signed today, as part of the Business Council and tomorrow after talks with Premier of the State Council," the Head of Government said.

At the end of his speech, K. Massimov noted the significant results achieved in the establishment and strengthening of trade and economic cooperation and good neighborly relations between the two countries. 

At the end of the Business Council a package of bilateral commercial documents was signed totaling more than 10 billion US dollars. In particular, the following documents were signed: the Memorandum of Cooperation between JSC "Kazakhtelecom" and China Telecom Global Limited; The Memorandum of Understanding between JSC "NC "KazMunayGas" and the Corporation «Sinopec»; LLP «Kazakhstan Petrochemical Industries, Inc» and China National Chemical Engineering Co. Ltd signed the EPC contract of intent for the project “Construction of an integrated gas-chemical complex” in the Atyrau region; Memorandum of Understanding on the project industrial park ferrous metal industry (production of copper) was signed by the heads of the companies LLP «Central Asia Gold corporation» and Shenyang Lianli Copper, as well as many others.

Today, Kazakh Prime Minister Karim Massimov has arrived to SAR Hong Kong during his official visit to China.

During the visit, Karim Massimov held a meeting with the Head of Administration of Hong Kong Liang Chzhenin. The sides discussed prospects of development of mutually beneficial trade-economic and investment cooperation.

K. Massimov and L. Chzhenin also noted significant potential for increasing trade and called for further deepening of comprehensive partnership.  

At the meeting, Karim Massimov discussed with the largest companies of Hong Kong the possibility of expanding bilateral business ties.

In addition, the same day the Head of the Government got acquainted with the scientific and technological park in Hong Kong.

Kazakh Prime Minister Karim Massimov has participated in the events organized in the framework of the Day of industrialization in Astana today.

A solemn ceremony of awarding the winners of the Presidential Award "Altyn Sapa", contest on social responsibility "Paryz" and competition-exhibition "Best Product of Kazakhstan" was held in the Palace of Independence.

Prime Minister Karim Massimov gave gold awards "Paryz" to the winners in the category "Large-sized entities", won in the nomination "Best Socially Responsible Enterprise" – LLP "South-oil" and "Best collective agreement" – JSC "Akbulak". Kazakh Prime Minister Karim Massimov has introduced changes in the structure of the Government in Astana today.

K. Massimov read out the decree of Kazakh President Nursultan Nazarbayev on the establishment of the Ministry of Civil Service Affairs of the Republic of Kazakhstan and an appointment of Talgat Donakov as Minister for the Civil Service.

"The National Bureau of Anti-Corruption has been established with the basic functions of prevention, detection, suppression, and investigation of corruption offenses in the structure of the Ministry," Karim Massimov said.

Prime Minister read out the order of the President of Kazakhstan Nursultan Nazarbayev on the appointment of Kairat Kozhamzharov as Chairman of the National Bureau of Anti-Corruption of the Ministry of Civil Service Affairs of the Republic of Kazakhstan.

The Prime Minister stressed that T.Donakov and K.Kozhamzharov took an active part in the work of the National Commission for modernization.

"I am sure that you are experienced people and always carried out orders of the Head of State on different sites. I think that all decisions will be also executed in the new capacity," K. Massimov concluded.

Today First Deputy Prime Minister of Kazakhstan Bakytzhan Sagintayev has held a meeting in Almaty on the implementation of the reforms carried out under the orders of President Nursultan Nazarbayev of Kazakhstan to join the top 30 most competitive countries of the world and improve the position in the ranking of the World Bank «Doing Business».

Kazakhstan takes the 41st place among 189 countries of the world in 2015 in the ranking of ease of «Doing Business».

The World Bank noted Kazakhstan as a state which has held the highest number of reforms – 19 reforms in seven of the ten directions. As part of improving Kazakhstan's position in the ranking «Doing Business», three packages of amendments to the legislation aimed at reducing the number of procedures, time and cost of business are adopted. The work on the implementation of reforms to facilitate the business environment will be continued. At present, a fourth package of legislative amendments is being formed.

The special working group has monitored the implementation of all undertaken reforms in this direction to further improve the position of the Republic in the rankings. According to the results they identified a number of problematic issues in the field of customs clearance, opening a bank account in the registration of companies, registration of property and construction and others.

Following the meeting Bakytzhan Sagintayev has instructed akimat of Almaty together with the state authorities responsible for the direction of the rating «Doing Business» to solve these problematic issues and prevent them in the future.

Kazakh Prime Minister Karim Massimov has chaired a regular session of the Government of the Republic of Kazakhstan in the selector mode in the Ukimet Uyi today.

On the agenda they discussed and approved a draft decree of the President of the Republic of Kazakhstan "On approval of the National Plan for the implementation of the President's Address "Kazakhstan in the new global reality: growth, reforms, development" and Anti-crisis plan of actions of the Government and the National Bank for 2016-2018.

According to Kazakh Minister of National Economy Yerbolat Dossayev, draft of the National Plan (NP) contains target indicators for 10 years and 39 measures in five key areas.

"Designed for the implementation of NP, Anti-crisis plan includes all instructions given by the President in Address and during the expanded Government session of November 18, 2015. Anti-Crisis Plan also includes measures to promote reform within the framework of the Plan of the nation's "100 concrete steps", passing arrangements of plans of operational measures for 2015-2016 and "special period", and the de-dollarization of the economy," the head of the Economy Ministry said.

According to him, anti-crisis plan consists of two parts: the formation of a new structure of the economy within the framework of the five major areas identified in the Address of the Head of State; swift actions to stimulate growth and lending to the economy.

In turn, the first section provides for measures to stabilize the financial sector, streamline fiscal policy, privatization and stimulation of economic competition, new investment and social policy. 

In particular, approaches to the investment of pension assets will be revised, and mechanisms for the transfer of pension fund assets under management of private Kazakhstani and foreign companies will be worked out up to July 2016.

It is planned to develop a draft of a new concept of formation and use of the National Fund until April 2016 and the Budget Code in a new edition until August 2016.

An extensive work on denationalization and privatization will be carried out as requested by the President to reduce the role of government in the economy. A detailed plan providing for measures to improve the investment climate in accordance with OECD standards will be adopted in February 2016 to activate the attraction of investments in the country.

The main areas of operational measures will be point support of the real sector of the economy, active implementation of key infrastructure projects in the framework of the state program "Nurly Zhol", support for SMEs, increasing housing affordability, the acceleration of agribusiness projects, the implementation of NP FIID projects, social stability and support employment.

Summing up the meeting, Karim Massimov instructed all the heads of state bodies, national companies and regional akims to focus on the performance of the President's instructions.

In addition, the prime minister said that the budget of 2016 is formed on the basis of oil price of 40 dollars per barrel.

"Just today, the price per barrel is 40 dollars. I want to reiterate that the Head of State instructed us to consider different scenarios of economic development, including the price of 30 and 20 dollars per barrel," Karim Massimov said.

In this regard, Kazakh Prime Minister said that the Ministry of Finance, Ministry of National Economy together with the National Bank are instructed to prepare an action plan in the event of further decline in oil prices at today's session of the Republican Budget Commission.

First Deputy Prime Minister of Kazakhstan Bakytzhan Sagintayev has held a meeting with representatives of the World Bank in the Ukimet Uiy today.

Bakhytzhan Sagintayev and World Bank Regional Director for Central Asia Saroj Kumar Jha discussed the implementation of environmental and water projects in Kazakhstan.

Currently, co-financed by the World Bank project is being implemented to restore the environment of Ust-Kamenogorsk, which is the only international environmental project aimed at improving the health of the region's population.

In addition, the work on the improvement of irrigation and drainage systems is underway with the involvement of the World Bank’s means. The aim of this project is to improve water availability and reclamative state of irrigated land with total area of ​​113 thousand hectares in the Almaty, Zhambyl, South Kazakhstan and Kyzylorda regions by reconstruction of worn out irrigation and drainage systems of the Republican property in the basins of transboundary rivers Syrdarya, Talas, Shu and Ili.

Participants of the meeting noted the importance of environmental projects for Kazakhstan and Central Asia region, and expressed hope for the continuation of strategic cooperation.

Interdepartmental commission under the Government of the Republic of Kazakhstan will be hard to prevent the import of foreign goods under the Kazakh marking. This has been announced by First Deputy Prime Minister of Kazakhstan Bakhytzhan Sagintayev at the Forum of commodity producers in Kazakhstan today.

"At the suggestion of the National Chamber of Entrepreneurs today we have created in the Government the inter-ministerial commission to deal with the illicit trafficking of industrial products. The first meeting of the commission was held last week, the issue of supply of counterfeit batteries and cables was considered. We will firmly suppress the products that come to our market with violations," he said.

According to him, a few days ago at a meeting of the Eurasian Economic Union, a member of the board of EEC Nurlan Aldabergenov, who is in charge of antitrust policy, said that the Belarusian dairy producers draw up their bags full as the Kazakh producer.

"They give the Kazakh name but write in small print that is produced in Belarus. When we buy, we do not look at the fine print. We look at the title. There are such titles as "Great Steppe". We need to stop it at commissions. If it is necessary, we shall meet on a weekly basis," he concluded.

First Deputy Prime Minister of Kazakhstan Bakytzhan Sagintayev has taken part in the meeting of the Eurasian Economic Commission (EEC) in Moscow.

Council members discussed some 40 documents aimed at deepening the economic integration of member countries of the Eurasian Economic Union (EEU).

The main issues were related to the preparation for the meeting of the Supreme Eurasian Economic Council which will be held on December 21, 2015. In particular, they approved a draft decision of the Supreme Eurasian Economic Council on chairmanship of the Republic of Kazakhstan in the Supreme Eurasian Economic Council, Eurasian Intergovernmental Council and EEC Council in 2016. They also considered the allocation of responsibilities among the members of the Board of the EEC.

In addition, they signed Protocols on accession of the Republic of Armenia to the Agreements on common principles and rules for the treatment of medical products and drugs in the EEU. This is another step in the formation of the total pharmaceutical market in the framework of integration associations.

They discussed approaches to the implementation of the customs regulations in preparation of the draft Customs Code of the EEU. Implementation of this work is aimed at simplification of customs procedures, the introduction of the system of customs services of the best international practices.

The meeting also discussed the interface of the EEU and "Economic Belt of the Silk Road". The deepening of trade and economic cooperation between the countries of the region in this format will create additional incentives for the growth of the economies of the EEU Member States.

Today Kazakh Prime Minister Karim Massimov has held a meeting with the Prime Minister of the Netherlands Mark Rutte in the Ukimet Uyi, who arrived in Astana with an official visit.

The sides discussed state and prospects of bilateral and multilateral trade and economic cooperation, interaction in the framework of the European Union.

Following the talks, the head of government gave a joint press conference, where confirmed their interest in further strengthening economic ties.

"We discussed issues of economic cooperation in various sectors, including oil and gas sector in innovation and agriculture," Karim Massimov said.

"Agriculture is sufficiently developed in the Netherlands. You are 65 times less than Kazakhstan, but the second largest agricultural producer in the EU, which gives a great opportunity to increase productivity in Kazakhstan. I think your visit will be very important and useful for the future development," Karim Massimov said, referring to M. Rutte.

In turn, Prime Minister of the Netherlands thanked the Kazakh side for the hospitality.

M. Rutte noted that Kazakhstan is the first country in Central Asia, who reached an agreement on signing an extended partnership and cooperation with the European Union.

"I believe that this agreement will set a completely new quality basis for political and economic ties between our countries," he stressed.

M. Rutte also expressed support for the institutional reforms carried out in Kazakhstan under the initiative of Head of State.

"I am confident that this will provide the basis for sustainable economic growth," the Prime Minister of the Netherlands concluded.  

Furthermore, Chairman of the Board of JSC "NC "Astana EXPO 2017" Akhmetzhan Yessimov and Ambassador Extraordinary and Plenipotentiary of the Kingdom of the Netherlands in Kazakhstan Henry Hubert Drisser signed an agreement on the participation of this country in the international specialized exhibition EXPO 2017 in Astana.

Moscow hosted the third meeting of the Kazakh-Russian intergovernmental commission on "Baikonur" complex on November 27.

The meeting was attended by First Deputy Prime Minister of Kazakhstan Bakhytzhan Sagintayev from the Kazakh side, and Deputy Prime Minister Dmitry of Russia Rogozin from Russian.

Commission members reviewed the current issues of the functioning of the complex "Baikonur" and the implementation of joint projects, in particular, the creation of space rocket complex "Baiterek".

The meeting heard the progress of execution of the Roadmap for sharing complex "Baikonur", including the development of infrastructure of the city of Baikonur, Toretam village and aul district Akay, avoidance of double taxation and the conservation of the property complex.

In addition, they considered the issue of development of the tourist potential of the complex "Baikonur". The Kazakh side considers it necessary to intensify the work on the development and implementation of the program to develop the infrastructure of the complex, providing for the construction of hotels, lookouts to observe the launch rocket and other objects.

The sides stressed that Kazakhstan and Russia intend to further deepen cooperation in space industry.

Kazakh Minister of National Economy Yerbolat Dossayev has taken part in the 31st meeting of the Standing Committee for Economic and Commercial Cooperation of the Organization of Islamic Cooperation in Istanbul (Turkey).

The 31st meeting of the Standing Committee for Economic and Commercial Cooperation (COMCEC) of the Organization of Islamic Cooperation (OIC) is being held in Istanbul under the chairmanship of Turkish President Recep Tayyip Erdogan, and the Secretary-General of the Organization of Islamic Cooperation Iyad Madani.

Following the results of the Ministerial Session of the COMCEC, Kazakh Minister of National Economy Yerbolat Dossayev signed the General Agreement on Economic, Trade and Technical Cooperation between the member countries of the Organization of the Islamic Conference. General agreement is one of the main documents regulating economic cooperation of the Organization of Islamic Cooperation (OIC).

"The accession of Kazakhstan to the agreement will give impetus to the development of close partnerships with the countries of the OIC, intensify collaboration with the Islamic financial and economic institutions, and will facilitate the attraction of investments to Kazakhstan," Yerbolat Dossayev said.

In addition, the meeting discussed preparations for the 1st General Assembly of the Islamic Organization for Food Security (IOFS) in conjunction with the seventh session of the Conference of Ministers of OIC on food security and agriculture. According to preliminary data its implementation is scheduled for April 2016 in Astana.

It is expected that during the meeting the Government of Kazakhstan and the Islamic Organization for Food Security will sign an agreement on the legal status of IOFS.

Reference: The Organization of Islamic Cooperation is the largest international organization consisting of 57 countries.

Ongoing annual sessions of the COMCEC are an interactive dialogue platform, which are carried out under the auspices of large-scale projects for the development of trade in the area of ​​the OIC, support of industry, transport, tourism and agriculture.

Statute of the Islamic Organization for Food Security (IOFS) was signed by 23 countries (Djibouti, Sudan, Somalia, the Union of Comoros, Palestine, Mauritania, Uganda, Burkina Faso, Sierra Leone, Gambia, Guinea, Guinea-Bissau, Mali, Niger, Afghanistan, Iran, Turkey, Surinam, Kazakhstan, the Libyan Arab Republic, United Arab Emirates, the Republic of Benin, Kingdom of Saudi Arabia).
