First Deputy Prime Minister of Kazakhstan Bakytzhan Sagintayev has held a conference call on the issues of preparation of the central and local executive bodies for the flood period in 2016 in the Ukimet Uiy today.

Currently, the republic’s reservoirs have reserve of capacity for the spring flood. Stocks of fuels and lubricants, inert materials are prepared, snow removal is carried out in the settlements for the prevention and elimination of consequences of flood. 

Relevant Flood Commission is created for the purpose of accident-free passage of flood waters through the waterworks, preventive measures at the river basin areas.

Bakytzhan Sagintayev stressed the need to take all measures to avoid a repetition of the events of March-April 2015 when Karaganda, Akmola and other areas suffered from the flood.

In this regard, the First Deputy Prime Minister of Kazakhstan instructed akims of the regions, together with the central government agencies to carry out daily monitoring and control of the flood situation, to focus special and engineering equipment near flood-prone sites, to continue preparation of bridges, irrigation ditch, canal systems, river beds, hydraulic structures and dams for high volumes of tall and flood waters, to organize explanatory work with the population on how to behave in the event of a threat of flooding of settlements.

Prime Minister of Kazakhstan Karim Massimov has held a meeting with Chairman of the Russian Government Dmitry Medvedev during a working visit to the Russian Federation.

The sides discussed topical issues of bilateral trade and economic relations, including cooperation in the financial sector, transport and transit, oil and gas and energy industries.

Also, Karim Masimov and Dmitry Medvedev discussed the current and future cooperation in the framework of the EEU.

At the end of the meeting the Heads of Governments spoke in favor of further strengthening of the mutually beneficial cooperation, both in bilateral and multilateral formats.

Today First Deputy Prime Minister Bakhytzhan Sagintayev has held talks in the format of videoconference with First Deputy Prime Minister of Russia Igor Shuvalov in the Ukimet Uiy.

The sides discussed the state of trade and economic relations between Kazakhstan and Russia, cooperation in the field of industry, agriculture, transit transport, and information and communication sectors.

The talks were also focused on oil and gas transportation issues, mutual supply of electricity, antitrust regulation.

First Deputy Prime Minister of Kazakhstan Bakhytzhan Sagintayev held talks with the Prime Minister of Georgia Giorgi Kvirikashvili in Tbilisi on Wednesday.

The sides discussed the state of trade and economic relations between Kazakhstan and Georgia, cooperation in the sphere of industry and agriculture, the use of the transit potential of the two countries, in particular, the development of the Trans-Caspian international transport route, issues of mutual protection of investments.

First Deputy Prime Minister also got acquainted with the reforms carried out in Georgia in the framework of the World Bank rating DoingBusiness.  

Earlier Bakytzhan Sagintayev held talks with Deputy Prime Minister, Minister of Economy and Sustainable Development of Georgia Dmitry Kumsishvili, they discussed issues of strengthening trade and economic cooperation.

First Deputy Prime Minister of the Republic of Kazakhstan Bakhytzhan Sagintayev has held talks with Prime Minister of Azerbaijan Artur Rasizade in Baku.

The parties discussed the state of bilateral trade and economic relations, as well as implementation of joint projects.

Bakhytzhan Sagintayev and Artur Rasizade noted the importance of the development of the Trans-Caspian international transport route, stressing that the increase in the geography of participants of the project by attracting transport companies in China, South-East Asia, Central Asia, Caucasus, and Europe will be the key to its successful implementation.

First Deputy Prime Minister of Kazakhstan proposed to strengthen mutual cooperation between Kazakhstan and Azerbaijan on the Caspian Sea ports. According to him, this will further reduce the handling time and create additional convenience for customers.

Bakytzhan Sagintayev also held talks with First Deputy Prime Minister of Azerbaijan Yaqub Eyyubov, they discussed questions of industrial partnerships, strengthening cooperation in the field of transport and transit.

Besides, Bakytzhan Sagintayev familiarized with the work of seaports in the settlement Alyat and Baku.

First Deputy Prime Minister Bakhytzhan Sagintayev revisited the International Sea Trade Port of Aktau and monitored the progress of execution of orders given to them a week earlier.

On February 5, during the visiting conference Bakhytzhan Sagintayev pointed to a problem of long cargo execution (to 12 hours). In particular, First Deputy Prime Minister noted the lack of proper coordination in the work of state bodies and the seaport. In addition, it was instructed to open parking for heavy equipment in areas adjacent to the port area, to create living conditions for drivers, as well as to organize the cargo execution arriving by road, on the principle of "one window".

According to the "Road Map for the simplification of the passage of goods through the port of Aktau", officers of ferry complex of the Aktau port provide authorities of state revenues with preliminary information about goods and vehicles 5 hours before arrival of the ship. It organizes the non-stop operation of veterinary services, phytosanitary, sanitary-quarantine and transport control at the seaport. Thus, the time of the procedure is reduced to 2.5-3 hours.

Following the visit Bakytzhan Sagintayev instructed to continue to accelerate the process of customs clearance and cargo execution, to create favorable conditions for heavy equipment drivers.

First Deputy Prime Minister of Kazakhstan Bakhytzhan Sagintayev has participated in the Council meeting of the Eurasian Economic Commission (EEC) in Moscow.

The Republic of Kazakhstan presides over the Supreme Eurasian Economic Council, the Eurasian Intergovernmental Council and the Board of EEC in 2016.  

The EEC Council meeting is the first in the current year, chaired by the Kazakh side.

Council members discussed the issues of the reform of the Commission taking into account the fact that the new composition of the Board of EEC starts working on February 1, 2016.

During the meeting, they discussed a number of acts on establishment of the total pharmaceutical market. This will provide conditions for improving the safety and quality of medicines and medical products, ensure their availability to the EEU markets.

In addition, as a whole they approved the draft decisions of the Supreme and Intergovernmental Council of the EEU on concepts forming common markets of oil, oil products and gas. Such markets will contribute to the stability of power systems in the Member States in the future.

The Commission is instructed together with the competent authorities of the countries to speed up the work on the draft of the new Customs Code of the EEU. The adoption of this document is aimed at the simplification of customs procedures, the introduction of customs services of the best international practices into the system.

In general participants of the EEC Council meeting considered more than fifty questions.

Kazakh Prime Minister Karim Massimov has introduced the new head of department Yerlan Sagadiyev to the staff of the Ministry of Education and Science of Kazakhstan in Astana today.

Karim Massimov read the Decree of the President of Kazakhstan Nursultan Nazarbayev on the appointment of Yerlan Sagadiyev to the post of Minister of Education and Science, and also thanked the former leader Aslan Sarinzhipov for the work done on this post.

K. Massimov noted professional experience Y. Sagadiyev in various industries, and expressed confidence that the Ministry will continue to effectively execute the instructions of the Head of State.

Today in the Ukimet Uiy Kazakh Prime Minister Karim Massimov has held a meeting with the UN Deputy Secretary General, the Executive Secretary of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) Shamshad Akhtar.

During the meeting the sides discussed the issues of strengthening bilateral and multilateral cooperation between Kazakhstan and ESCAP.

The Prime Minister emphasized that Kazakhstan highly appreciates the partnership with UNESCAP and the Subregional Office in Almaty and called for the continuation of the comprehensive cooperation, including the promotion of Kazakhstan's initiatives.

First Deputy Prime Minister of Kazakhstan Bakytzhan Sagintayev has held a meeting on International Humanitarian Aid Commission in the Ukimet Uiy today.

Taking into account the current situation in Tajikistan affected by floods and mudslides, the Commission recommended Kazakh Government to provide an official humanitarian assistance to the country. The stricken areas of Tajikistan will be delivered meat and canned milk, vegetable oil and butter, flour, pasta.

In addition, the Commission recommended to provide humanitarian aid to Kyrgyzstan, where there was a strong earthquake in November 2015. It is planned to ship the bedding, utensils, stoves, winter tents in this country.

Today in the Ukimet Uyi Kazakh Prime Minister Karim Massimov has held a meeting with Prime Minister of the Republic of Turkey Ahmet Davutoglu, who arrived in Astana for a working visit.

During the talks in narrow and expanded format, the sides discussed the development of bilateral relations in various spheres, as well as exchanged views on topical issues of regional and international agenda.

In particular, the Heads of Governments reviewed the prospects for expanding cooperation in trade, economic, transport and logistics, cultural, humanitarian and investment spheres.

K. Massimov and A.Davutoglu expressed satisfaction with the high level of partnership between our two countries and confirmed their readiness to continue close cooperation across the whole spectrum of inter-state relations.

Today Kazakh Prime Minister Karim Massimov has chaired a regular meeting of the Government of the Republic of Kazakhstan in the selector mode in the Ukimet Uyi, where they considered a question on carrying out the action on authorization of property. 

In his report, Kazakh Finance Minister Bakhyt Sultanov said that they adopted amendments to the legislation that eliminated the conditions of authorization, "limiting the scope of public confidence in this campaign" in November last year. 

"One of the new amendments – cancellation of 10% fee for early withdrawal of authorized money from bank accounts. At the same time, this rule is retroactive. In other words, all who have paid this fee can get their money back from the budget. However, the citizens are in no hurry to take these funds. This is 3.1 billion tenge in the whole country," B.Sultanov said.

The minister said that in the "old" conditions, ie, 428 billion tenge was authorized until December 1, 2015. There is progress in the rate in the "new" conditions. 160 billion tenge was authorized only in December and January, or one-third of the authorization of the previous 15 months of the special offer. 109 billion tenge out of them – property. During the same period additional 41 accounts have been opened in the banks, where 51 billion tenge were passed to. Thus, the rate of growth of authorized money compared to December 1, 2015 is 61%.

"At the end of January this year, the assets have been authorized in the amount of 588 billion tenge. Today, this amount exceeds 600 billion tenge, and the amount of funds credited to the accounts of citizens in the second-tier banks amounted to more than 150 billion tenge. They are processed statements, the decisions are made on them. In addition, nearly 30 thousand applications are being processed for property worth about 300 billion tenge. Thus, interest and potential are great," the head of the Ministry of Finance said.

As part of this campaign the Ministry of Finance jointly with akimats actively carry out explanatory work. Thus, about 700 articles have been published only for the last four months; almost 1500 TV programs, interviews have been released; about 1600 "round tables" and seminars have been held.

However, during analysis the Ministry revealed several existing problems. They are the excess of consideration of applications by the Commission, the requirement of additional documents not legally established, weak propaganda and explanatory work on the part of loxal executive authorities of some regions and banks.

In this regard, B. Sultanov called regional akimats and second-tier banks to intensify information work and closely monitor the non-admission of violations of the law.

"The Ministry faces the task of preparing for the introduction of the universal declaration from 2017. We are establishing bilateral and multilateral relations with states in the framework of the FATF (Financial Action Task Force on Money Laundering) to exchange information on the accounts and assets of Kazakhstanis abroad. Monitoring system will be set up during the current year. At the same time we explain that it is better to authorize now, while there is a campaign, than to fall under sanctions after inspection of the fiscal authorities," B. Sultanov concluded.

Chairman of the National Bank of Kazakhstan Daniyar Akishev, chairman of the NCE "Atameken" Ablai Myrzakhmetov and akims of a number of regions also spoke on this theme.

Following the meeting, Kazakh Prime Minister Karim Massimov instructed the Ministry of Finance, the regional akimats, akimats of Astana and Almaty cities, together with the National Bank of Kazakhstan to strengthen the advocacy of new rules of law on the legalization, including through the media.

"B. Sultanov is responsible for coordination, Government meeting on the issue will be carried out on a monthly basis," K. Massimov concluded.

During the talks the sides noted the high potential of development of cooperation in the field of agriculture, implementation of joint investment projects in the agricultural sector.

First Deputy Prime Minister of Kazakhstan expressed confidence that after the successful holding of the Expo 2015 in Milan, participation of Italy will be one of the most meaningful in the exhibition in Astana in 2017.

Bakhytzhan Sagintayev and Maurizio Martin also discussed the development of the agricultural sector of Kazakhstan in terms of membership of the World Trade Organization (WTO).
